Generally, four intakes (February, May, July and November) are considered for admission at Australian universities, but there are some programs where international students can take admission at any time.
Yes, international students can apply for admission without the English proficiency test result (PTE, IELTS, TOEFL, etc.), but they need to mention when they will take the test.
