This is one of the streams of the Nova Scotia Nominee Program, a PNP operated by the province of Nova Scotia. It has been designed to target individuals who have recently graduated from a Nova Scotia university or Nova Scotia Community College. The applicants to this stream must have already started or bought a Nova Scotia business and operated it for at least 12 months.
This is an invitation-only program and interested candidates must submit an Expression of Interest (EOI). Once submitted, the candidate is assigned a score based on the Nova Scotia International Graduate Entrepreneur points grid and only the applicants with the most competitive scores get an invitation to submit an official application.

In order to be eligible for this stream, the candidates must have graduated from a Nova Scotia university or community college with a degree or diploma after a full-time study of at least 2 years. Additionally, the candidates must exhibit to have owned and managed a Nova Scotia business for at least 1 year with at least 33% ownership. Furthermore, the applicants must be residing in Nova Scotia currently and hold a valid post-graduation work permit.
For this stream, the candidates’ official language test scores should be equivalent to CLB level 7 or higher.
The candidates must have completed at least a two-year diploma or degree from an eligible Nova Scotia university or community college.
The candidates must have owned and operated a Nova Scotia business for at least one year while holding a valid post-graduation work permit.
As this stream operates on the system of Expression of Interest, the eligible candidates must submit their profile into the pool of candidates, where they’ll be assigned a score based on the Nova Scotia International Graduate Entrepreneur Ranking System. Only the candidates with the highest-ranking profiles get invited to apply to the stream. An audit opinion along with the special purpose report that attests to the viability of the business must be included in the candidate’s application.
Applicants successfully meeting the stream requirements get an invitation to participate in an interview which is usually with an immigration officer in Nova Scotia. The candidate is issued a provincial nomination for PR if their interview turns out to be successful.
Once a provincial nomination is received, the candidate gets 6 months to submit a federal application for Canada PR. A paper-based application must be completed and submitted by mail to the appropriate application centre. Such applications generally get processed within 18 months.
The following system is used to rank the candidates in this stream. The candidates must have submitted EOIs. Only the candidates with most competitive scores get an invitation to apply to the program.
