In order to fulfil the high demand for skilled workers in northern Canada’s huge labour market, this stream grants provincial nomination to interested and eligible workers with NOC Skill Level 0, A, or B.
Candidates meeting requirements for this stream and who also qualify for one of the programs managed by Express Entry may be entitled for accelerated processing of NTNP Express Entry.

Applicant Requirements
Most of the of applications accepted into this stream are from temporary foreign workers in the Northwest Territories. The applicants must demonstrate their legal status to work in Canada. It is only under exceptional circumstances that the Northwest Territories might accept an application from a candidate living abroad.
The job offered by the NT employer must be full-time, permanent and at NOC Skill Level 0, A, or B.
The candidates must demonstrate their language proficiency by submitting their language test results, which must be sufficient for the skill level of their job offer in either English or French. While for the positions classified as Skill Level B, the candidates must demonstrate proficiency at CLB level 5 in all four language abilities; on the other hand, for the positions classified as Skill Level 0 and A, candidates must demonstrate proficiency at CLB level 6 in all four language abilities.
All the candidates must have sufficient education or specialization to perform the offered job.
The candidates must have full-time work experience of at least one year in the same occupation as the offered job.
Employer Requirements
The job offered by the NT employer to the foreign national must be full-time and permanent with comparable industry and occupation salary not conflicting with any collective bargaining agreements.
Employers nominating a skilled foreign worker must be either a registered and operational Northwest Territories business for at least 1 year, or a municipal, First Nations or the territorial government of the Northwest Territories. The employers must have maintained good standing with the territory’s Employment Standards office and Northwest Territories’ Workers’ Safety and Compensation Commission, which will be verified by the Department of Education, Culture and Employment.
Employers will need to submit a positive LMIA. In case nominating a candidate without submitting an LMIA, the employers must prove that they advertised the open position both locally and nationally, along with summary of all applicants and the reasons for refusing if an offer has been extended to the foreigner without an LMIA.
This stream is open to new applications all year round and it becomes the responsibility of the employer to submit the paper-based application for NTNP, which may typically take 10 weeks to process. If approved, both the foreign national and the employer will need to sign a MoU that lists the terms and conditions of their nomination along with the responsibilities of both parties.
Upon receiving a provincial nomination, the applicant gets 6 months to submit a federal application for Canadian PR. The applicants must mail a completed paper-based application for PR to the appropriate application centre. Such applications take about 18 m
