This stream of the Newfoundland & Labrador PNP targets foreign workers of all NOC Skill Levels.

Foreign nationals with NOC Skill Level 0, A, or B experience may also apply under the Express Entry Skilled Worker stream of the Newfoundland & Labrador PNP if already accepted into the federal Express Entry pool.

Job Offer

In order to be eligible for this stream, the candidates must have a valid, full-time job offer from an eligible Newfoundland & Labrador employer that meets the standards of the industry. The candidate must have sufficient education, work experience and language proficiency to perform the occupation that is offered to them. In case the applicant is currently employed within Canada, they must have a valid work permit or should be eligible to apply for one if currently residing abroad.

Language Proficiency

Applicants will be required to provide proof of language proficiency, either in English or French. In order to be eligible to apply, the applicants in NOC Skill Level C or D occupations must achieve at least CLB level 4.

Application Procedure

This stream charges a $250 CAD application fee per applicant and is open to new applications at any time. Successful applicants receive a provincial nomination from Newfoundland and Labrador, after which they get 6 months to submit a federal application for Canadian PR. They must complete and submit a paper-based application for PR by mail to the appropriate application centre. Such PR applications generally get processed within 18 months.
