This is one of the expedited paths to Canadian PR for provincially nominated candidates. This program is designed for skilled workers who wish to settle in the province of Newfoundland & Labrador. The candidates must hold a guaranteed, full-time job offer and should meet certain eligibility requirements too.

As this category is aligned with the federal Express Entry system, the candidates must have an active Express Entry profile in order to apply for it.
In order to be eligible for this stream, the candidates must have a full-time job offer from a Newfoundland & Labrador employer that meets the standards of the industry. In case the job offer is in a regulated occupation, the candidate must demonstrate their ability to work in that profession. Additionally, the job offer must be in a position classified as NOC Skill Level 0, A, or B. A foreign worker must show a valid work permit if currently working in Canada.
Official language test results must be provided by all the candidates demonstrating that they meet the language proficiency as claimed on their Express Entry profile.
To be eligible for this stream, the candidate must have at least a post-secondary degree or diploma completed in Canada or equivalent.
The candidates must have at least 1 year of work experience in the past 10 years. The experience must be in profession listed in a NOC Skill Level as 0, A, or B.
In order to be eligible, the candidates must score at least 67 points out of 100 on the Newfoundland & Labrador Express Entry Skilled Worker Points Assessment Grid.
The settlement funds requirement must be met by all the candidates as determined by IRCC, which can be demonstrated through their own finances or by maintaining a valid offer of employment.
All the candidates must demonstrate their strong intention to reside in the province of Newfoundland & Labrador.
The NL employers must offer the foreign national a full-time, permanent position that has to have a salary and benefits package on par with provincial norms for the said occupation.
The business must be established in the province of Newfoundland & Labrador and must have been in operation for at least 2 years. In case the business is located in the St. John’s metropolitan area, the employer ought to have at least 2 full-time local, permanent employees. On the contrary, the employer can have at least 1 full-time local, permanent employee.
The employer must demonstrate (with proof) that they have made a considerable effort to employ a Canadian citizen or permanent resident for the said position before the offer was extended to the foreign national.

The applicants must also score at least 67 out of a possible 100 on the Points Assessment Grid in addition to meeting the above requirements to be eligible for this stream. All the applicants are graded on factors like their connection to the labour market, adaptability, education, work experience, age, and language abilities.

This stream accepts applications all year around; however, skilled workers interested to immigrate to the province of Newfoundland & Labrador must first submit a profile to the federal Express Entry pool. Once accepted into the Federal Express Entry pool and having a job offer from a Newfoundland & Labrador employer, the candidates may submit their application. Successful applicants receive a nomination.
After accepting the provincial nomination, the applicant’s CRS score gets increased by 600 points, virtually guaranteeing them an Invitation to Apply (ITA) for PR in the next Express Entry draw. Upon receiving an ITA, the applicant must prepare and submit an official application within the designated timeframe. Such applications generally get processed within 6 months.
