This is one of several immigration streams of the Skilled Workers Overseas Category in the MPNP. This stream targets foreign nationals with skills and foreign work experience required to contribute towards the labour force of Manitoba and who have a connection to the province.
Candidates successfully nominated through this stream are invited to submit their applications for Canadian PR. As this stream uses the MPNP Ranking System, only the candidates with the most competitive profiles get invited to submit an official application.

To be eligible for this stream, the candidate must demonstrate a connection to Manitoba, in one of the following ways:
There is no minimum language proficiency requirement in case the candidate’s claimed occupation is at NOC Skill Level 0, A, or B. However, the client must meet the minimum points required for eligibility for the program.
In case the candidate’s claimed occupation is at NOC Skill Level C or D, the candidate must have language test scores with proficiency equivalent to the CLB level 4 or higher.
Although there is no minimum education required for this stream, the candidates with post-secondary education can claim points through the MPNP Ranking System. As only the candidates with the highest-ranking get invited to apply to the program, the candidates with post-secondary education have an advantage over others.
To qualify for this stream, a candidate must have at least 60/100 points on the Manitoba Points Assessment Grid. However, meeting the minimum alone does not guarantee success, as the candidates are ranked using the MPNP Ranking System.
All the candidates applying for MPNP streams must submit a settlement plan for integrating into the life in Manitoba.
All the candidates for MPNP streams should demonstrate provincial settlement funds requirements. The province of Manitoba requires the candidates to show access to at least $10,000 CAD and an additional $2,000 CAD per spouse and accompanying dependant. As this is the requirement of the province, these may vary when submitting a federal immigration application.
As this stream operates on the basis of Expression of Interest (EOI), the candidates meeting the requirements can register themselves using the MPNP Online portal. Once the profile is submitted, the candidates are assigned scores and ranked using the MPNP Ranking System. The candidates with the highest ranks are issued a Letter of Advice to Apply (LAA) during one of the MPNP Draws.
Once the Letter of Advice to Apply is received, the candidate must submit a complete application to MPNP within 60 days.
It should be noted that Manitoba PNP reserves the right to limit selection criteria when issuing Letters of Advice to Apply.
The Letters of Advice to Apply are mostly issued only to the candidates work experience in one of Manitoba’s in-demand occupations or the ones with language proficiency higher than the indicated minimums for the program. The application can be submitted online through the applicant’s MPNP Online account.
If approved, the applicant is then issued a provincial nomination for PR from Manitoba. They are then mailed a nomination package indicating preparation and submission of federal application for PR.
Once the provincial nomination is received, the applicant has a maximum of six months to submit a federal application for Canadian PR. Therefore, the applicants must complete and submit a paper-based application for PR by mail to the appropriate application centre. Paper-based PNP applications for permanent residence are generally taken about 18 months to be processed.
To be eligible to submit an EOI to this stream, the candidate must score at least 60 points on the below-mentioned MPNP Points Assessment Grid.
