This is one of many immigration streams in the Skilled Workers in Manitoba Category in the MPNP. It targets foreign nationals with skilled work experience who are residing in Manitoba at the time of their application.
Candidates successfully nominated through this stream are invited to submit their applications for Canadian PR. As this stream uses the MPNP Ranking System, only the candidates with the most competitive profiles get invited to submit an official application.

To be eligible for this stream, the candidate must be in Manitoba and working for an employer on a valid work permit for at least 6 months prior to the application. In case the candidate has recently graduated from a post-secondary program from some other Canadian province but wishes to apply to the MPNP, the employment period should be at least 12 months.
It should be noted that the work experience accumulated while studying full-time is not counted towards the requirements for this stream.
In addition to the above, the candidate must have a full-time job offer from their current Manitoba employer. It should be a permanent position with offer to continue working for the employer.
There is no minimum language proficiency requirement if the candidate’s employment offer is for a position at NOC Skill Level 0, A, or B. However, if it is for NOC Skill Level C or D, the candidate must have valid language test scores of CLB level 4 or higher.
Although there is no minimum education required for this stream, the candidates with post-secondary education can claim points through the MPNP Ranking System. As only the candidates with the highest-ranking get invited to apply to the program, the candidates with post-secondary education have an advantage over others.
All the candidates applying for MPNP streams must submit a settlement plan for integrating into life in Manitoba.
All the candidates for MPNP streams should demonstrate provincial settlement funds requirements. The province of Manitoba requires the candidates to show access to at least $10,000 CAD and an additional $2,000 CAD per spouse and accompanying dependant. As this is the requirement of the province, these may vary when submitting a federal immigration application.
As this stream operates on the basis of Expression of Interest (EOI), the candidates meeting the requirements can register themselves using the MPNP Online portal. Once the profile is submitted, the candidates are assigned scores and ranked using the MPNP Ranking System. The candidates with the highest ranks are issued a Letter of Advice to Apply (LAA) during one of the MPNP Draws.
Once the Letter of Advice to Apply is received, the candidate must submit a complete application to MPNP within 60 days. The application can be submitted online through the applicant’s MPNP Online account. If approved, the applicant is then issued a provincial nomination for PR from Manitoba. They are then mailed a nomination package indicating preparation and submission of federal application for PR.
Once the provincial nomination is received, the applicant has a maximum of six months to submit a federal application for Canadian PR. Therefore, the applicants must complete and submit a paper-based application for PR by mail to the appropriate application centre. Paper-based PNP applications for permanent residence are generally taken about 18 months to be processed.
This system is used to assign all the MPNP candidates a score once they have submitted their Expression of Interest (EOI). The candidates with the highest scores are invited to apply to the program.
