Connection to Manitoba

To be eligible for this stream, the candidate must already be in Manitoba and must be working on a valid work permit. Here’s the amount of work experience needed for eligibility:

-    For Temporary Foreign Workers (TFWs) and international graduates from post-secondary institutions in Manitoba working in an MPNP In-Demand Occupation, the Manitoba work experience required is at least 6 months.

-    For international graduates from Canadian post-secondary institutions outside of Manitoba working in an MPNP In-Demand Occupation, Manitoba work experience required is at least 12 months.

-    For TFWs and international graduates from post-secondary institutions in Manitoba working in an occupation not on the MPNP In-Demand Occupation List, Manitoba work experience required is at least 12 months.

It should be noted that the international graduates from Canadian post-secondary institutions located outside of Manitoba holding a post-graduation work permit and currently working in an occupation not on the MPNP In-Demand Occupation List are ineligible to apply for this stream.

Note that the province does not count work experience gained while engaged in full-time study.

Job Offer

In addition to the above, in order to be eligible to apply for this stream, the candidate must have a job offer from their employer for a full-time, permanent position to continue working.

Language Proficiency

For this stream, the level of language proficiency required depends on a person’s occupation:

Regulated Occupations

Canadian Language Benchmark (CLB) 7 in either English or French

Compulsory Trade Occupations

CLB 6 in English or French

All other occupations at National Occupational Classification (NOC) Skill Level 0, A, or B

CLB 5

NOC Skill Level C or D

CLB 4

The language tests must have been taken within the 2 years prior to applying to the program.

Level of Education

No minimum education is required for this stream; however, the candidates demonstrating completion of post-secondary education can claim points through the MPNP Ranking System, and will therefore have an advantage over others in the pool.

Settlement Plan

All the candidates interested and applying for MPNP streams must submit a settlement plan outlining their plan for integrating into life in Manitoba.

Settlement Funds

The candidates should demonstrate that they meet the provincial settlement funds requirements in order to apply. Manitoba requires the candidates to show they have access to a minimum of $10,000 CAD plus an additional $2,000 CAD per spouse and accompanying dependant. It should be noted that this is the requirement of the province (Manitoba). The requirements may vary when submitting a federal immigration application.

Application Procedure

This stream operates on the system of Expression of Interest (EOI). Candidates meeting the minimum stream requirements may register a profile via the MPNP Online portal. Once the profile is submitted, the candidates are assigned a score and ranked using the MPNP Ranking System. The candidates will the highest ranks are issued a Letter of Advice to Apply (LAA) during one of the MPNP Draws.

Once the LLA is received, the candidate gets 60 days to submit their completed application to MPNP. It can be submitted online via the applicant’s MPNP Online account. If approved, the applicant is issued a provincial nomination for PR from Manitoba. The candidate is mailed a nomination package indicating how to prepare and submit a federal application for PR.

Provincial nominees get 6 months (from the date of nomination) to submit their official application for PR. A paper-based application must be prepared and submitted by mail to the appropriate application centre. Such PR applications generally take 18 months to be processed.

MPNP Ranking System

This system is used to assign all the MPNP candidates a score once they have submitted their Expression of Interest (EOI). The candidates with the highest scores are invited to apply to the program.
