This is one of several immigration streams of the Skilled Workers Overseas Category in the MPNP. This stream targets foreign nationals with skills and training in one of Manitoba’s In-Demand Occupations who have the potential to make long-term contributions to the labour force of Manitoba.
Candidates successfully nominated through this pathway get invited to submit their applications for Canadian PR. As this stream uses the MPNP Ranking System, only the candidates with the most competitive profiles get invited to submit an official application.

To be eligible for this pathway, the candidates must exhibit their ability and intention to be economically established and reside in the province of Manitoba. The connection to the province can be demonstrated in one of the following ways:

It should be noted that the language tests must have been taken within the 2 years prior to applying to the program.

For this stream, the candidates must have completed at least a 1-year post-secondary program. Candidates who can exhibit completion of post-secondary education above the minimum requirement will be able to claim more points through the MPNP Ranking System. As only the candidates with the highest-ranking get invited to apply to the program, the candidates with post-secondary education have an advantage over others.
Candidates interested to apply through Human Capital Pathway stream must have at least 6 months of full-time work experience in one of the Manitoba In-Demand Occupations. Candidates demonstrating more work experience are awarded additional points. When applying through this stream, the candidates are also required to submit a career plan indicating their employment intentions in Manitoba.
To qualify for this stream, a candidate must have at least 60/100 points on the Manitoba Points Assessment Grid. However, meeting the minimum score alone does not guarantee success, as the candidates are ranked using the MPNP Ranking System.
All the candidates applying for MPNP streams must submit a settlement plan for integrating into life in Manitoba.
The candidates interested to apply through this stream must show liquid funds equivalent to Low Income Cut-Off (LICO) requirements as per the guidelines of Canada’s federal immigration authorities.
As this stream operates on the basis of Expression of Interest (EOI), the candidates meeting the requirements can register themselves using the MPNP Online portal. Once the profile is submitted, the candidates are assigned scores and ranked using the MPNP Ranking System. The candidates with the highest ranks are issued a Letter of Advice to Apply (LAA) during one of the MPNP Draws.
Once the Letter of Advice to Apply is received, the candidate must submit a complete application to MPNP within 60 days via the applicant’s MPNP Online account. If the application is approved, the applicant is issued a provincial nomination for PR from Manitoba. The candidate will be mailed a nomination package indicating the method to prepare and submit a federal application for PR.
Provincial nominees get 6 months (from the date of nomination) to submit their official application for PR. A paper-based application must be prepared and submitted by mail to the appropriate application centre. Such PR applications generally take 18 months to be processed.
To be eligible to submit an EOI to this stream, the candidate must score at least 60 points on the below-mentioned MPNP Points Assessment Grid.
