Entrepreneur Pathway

This stream is a part of the Manitoba Business Investor Stream of the PNP operated by the province of Manitoba. This pathway targets experienced business owners or senior managers who have the intention to establish a new business in Manitoba.

Once the applicants have demonstrated the successful operation of the business in Manitoba for a certain period of time, they’ll be invited to submit an official application for Canadian PR. It should be noted that this stream has replaced the MPNP-B pathway, which earlier enabled business owners and entrepreneurs to apply for immigration to the province of Manitoba.

As this program uses the MPNP Entrepreneur Ranking System in order to assess the eligibility of the applicants and select them, simply meeting the minimum eligibility requirements may not guarantee the applicant to get a Letter of Advice to Apply (LAA).
Here are some of the minimum eligibility requirements for this program:

Language Proficiency

The language proficiency for all the candidates should be at least CLB 5 for English or French. The applicants must produce valid language test scores issued within the last two years.

Level of Education

Candidates must have successfully completed at least Canadian high school education, or equivalent from another country.

Work Experience

To be eligible to submit an EOI for this pathway, the candidate must prove their interest, ability, and financial resources to own and actively manage a business in Manitoba. This is the reason that this program requires a significant level of experience in business management and considerable financial net worth.

The applicant must have work experience of at least 3 years (in the last 5 years) as a business owner or senior business manager, and will have to maintain an active role with their proposed business.

Investment Requirement

To apply for this stream, the applicant must have significant net worth and investment; the net worth being at least $500,000 CAD and investment depends on the location of the proposed business:
1.    In Manitoba Capital Region (Winnipeg): The applicant must make a minimum personal investment of at least $250,000 CAD if the proposed business is located within the Manitoba Capital Region, encompassing the city of Winnipeg.
2.    Outside Manitoba Capital Region: The applicant must invest at least $150,000 CAD if the proposed business is located outside the Manitoba Capital Region.
The candidates are required to sign a Business Performance Agreement (BPA) outlining the way they plan to establish and invest in the Manitoba business. Furthermore, the proposed business must meet certain criteria, including the creation of at least one employment opportunity for a Canadian citizen or permanent resident.

Application Process

First of all, this pathway requires the interested candidates to submit an EOI to MPNP by emailing a self-assessment form and a business concept form. The candidates are encouraged to do extensive research into their proposed Manitoba business and also do an exploratory visit to Manitoba.
The MPNP Entrepreneur Ranking System is used to rank the eligible candidates against one another, and the ones with the most competitive profiles get a Letter of Advice to Apply (LAA), which acts as an invitation for them to submit an official application to MPNP. Once the LAA is received, the candidates must submit a complete application to Manitoba.
If the application gets approved, an approval letter is e-mailed by Manitoba, which enables the applicant to apply for a Canadian work permit and travel to Canada in order to launch the business. The applicant must sign the Business Performance Agreement (BPA) at this stage, in which the terms of their business in Manitoba must be outlined.
Once the terms of the Business Performance Agreement are successfully completed, the applicant officially gets nominated by the province of Manitoba and is invited to submit a federal application for PR.
