This is one of the several immigration streams of PNP operated by the province of Manitoba. It targets foreign nationals who got interviewed outside Canada by the MPNP and an eligible employer, and were then offered an Invitation to Apply from the MPNP.
Candidates successfully nominated through this stream get invited to submit an official application for Canadian PR. MPNP Ranking System is used to rank the interested candidates, and the ones with most competitive profiles get invited to submit an official application.

To be eligible to apply for this stream, the candidate must have attended a recruitment session with MPNP officials and a Manitoba employer. After the interview, the employer must extend an official offer for full-time, permanent employment in Manitoba.
For this stream, the level of language proficiency required depends on the occupation of the candidate’s offer:
Regulated Occupations |
Canadian Language Benchmark (CLB) 7 in either English or French |
Compulsory Trade Occupations |
CLB 6 in English or French |
All other occupations at National Occupational Classification (NOC) Skill Level 0, A, or B |
CLB 5 |
NOC Skill Level C or D |
CLB 4 |
The language tests must have been taken within the 2 years prior to applying to the program.
All the candidates must have post-secondary education related to their occupation. In case the position requires some kind of license or certification, the candidate must get it before applying to MPNP. In certain cases, MPNP allows candidates with job offers at NOC Skill Level C or D to apply to the program despite not possessing any post-secondary education.
This stream only accepts candidates aged between 21 to 45.
All the candidates interested and applying for MPNP streams must submit a settlement plan outlining their plan for integrating into life in Manitoba.
The candidates should demonstrate that they meet the provincial settlement funds requirements in order to apply. Manitoba requires the candidates to show they have access to a minimum of $10,000 CAD plus an additional $2,000 CAD per spouse and accompanying dependant. It should be noted that this is the requirement of the province (Manitoba). The requirements may vary when submitting a federal immigration application.
This stream operates on the system of Expression of Interest (EOI). Candidates meeting the minimum stream requirements may register a profile via the MPNP Online portal. Once the profile is submitted, the candidates are assigned a score and ranked using the MPNP Ranking System. The candidates will highest ranks are issued a Letter of Advice to Apply (LAA) during one of the MPNP Draws.
Once the LLA is received, the candidate gets 60 days to submit their completed application to MPNP. It can be submitted online via the applicant’s MPNP Online account. If approved, the applicant is issued a provincial nomination for PR from Manitoba. The candidate is mailed a nomination package indicating how to prepare and submit a federal application for PR.
Provincial nominees get 6 months (from the date of nomination) to submit their official application for PR. A paper-based application must be prepared and submitted by mail to the appropriate application centre. Such PR applications generally take 18 months to be processed.
This system is used to assign all the MPNP candidates a score once they have submitted their Expression of Interest (EOI). The candidates with the highest scores are invited to apply to the program.
